Let's publish an RFP (Request for Proposal) to make one health care region efficient. That means great health outcomes and efficient costing. We can set all the criteria. Known gold standard groups like Kaiser Permanente will generate proposals. We could have many different pilot projects in the hunt for "best health outcomes for best cost".
