This methodology doesn't work. It enumerates a list of ideas, many of which are laden with jargon and they overlap. Theoretically you could use aggregator techniques to synthesize and summarize the overlapping themes. This is valuable to a: get themes that should be on the attention of policy-makers but are not or b: to get themes off the table that policy-makers pay attention to but should not.
